Residents in the Jaffna peninsula were the first to come under the regime of President Rajapakse during the first few months of the civil war. It is under the Rajapakse regime that the majority of the abuses of international human rights standards have occurred.
In a statement on 24 December 2009, Amnesty International said that the Sri Lankan army had executed three men between 27 and 30 November including a school teacher, identified as Paan K.S. Jayasena, and a student, identified as Dharmaratne Abeyratne, after summarily executing around 40 civilians in the Jaffna peninsula in recent weeks. Amnesty said that the Sri Lankan military had also executed another four men from Jaffna in recent weeks. d2c66b5586
